§517. No other statutes applicable
This Part shall be a complete and additional method for the issuance and sale of
bonds by any governmental entity, and this Part shall constitute full authority for the issuance
and sale of the bonds authorized herein. No ordinance, resolution, filing, registration,
approval, publication, election, or right of referendum in respect to the issuance of any bonds
hereunder or for the perfection of the statutory lien provided herein shall be necessary, except
such as may be required by this Part. The recordation of any resolution, ordinance, or other
proceeding relating to the issuance of bonds, except for any mortgage securing bonds, shall
not be required by this Part. Any publication prescribed hereby may be made in the official
journal or in any newspaper
