§121. Division of administration powers, duties, and functions The division of administration, in accordance with the provisions of R.S. 39:1410 in order to exercise supervision over the expenditure of funds and the construction projects, shall specifically:
(1)Have the authority to administer and enforce the provisions of the capital outlay
budget adopted by the legislature;
(2)Formulate necessary rules, regulations, and forms for proper enforcement of the
capital outlay budget;
(3)Expend the remaining funds for the construction of buildings, structures, and
other projects, wherever needed, including the construction, enlargement, improvement,
repair, remodeling, furnishing, or equipping of public buildings, structures, facilities, and
other physical improvements at the charitable, cor
