Any sewerage district or sub-district, upon the completion and acceptance of such contract, shall forthwith require of the engineer of the said sewerage district or sub-district within thirty days of said completion and acceptance a statement showing in detail the total cost of said improvement, including street intersections, engineering, legal and other fees and all expenses incidental to the cost of said improvements and the said engineer shall also show the amount thereof chargeable to each lot or parcel of real estate in the district or sub-district in which the improvement was located in the proportion that its area bears to the total area within said district or sub-district and shall give a legal description of each such lot or parcel of ground with sufficient clearness to identify
