The governing authority of said political subdivision shall meet in open session on the date and at the place and hour named in the notice calling for bids and shall proceed to open said bids and award the contract to the lowest responsible bidder who can furnish satisfactory security; or it may reject any and all bids, and, at any time within a period of thirty days from the date of the reception and opening of said bids, may award a contract for said works without further advertisement, provided that no such contract shall be let for an amount greater than that specified in the lowest sealed bid received from a responsible bidder. Any contract awarded under the provisions of R.S. 33:3822 through 33:3835 shall be authorized by resolution authorizing and empowering the chief executive offi
