§2740.51. The Southside Economic Development District of the City of Monroe; creation, composition, and powers; preparation of plans A.

(1)The local governing authority for the city of Monroe, with the approval of the mayor, is authorized to create a special district within the city of Monroe. The boundaries of the district shall be located within the city of Monroe and described as follows: Beginning at a Point in the Center of the Ouachita River (Said Point Lying South 76º44'00" West, 380 Feet, More or Less, from an Iron Pipe on the East Bank of the Ouachita River and Being on a Line Between Biedenharn's Addition to the City of Monroe, and Property of the Louisiana Training Institute); Thence Southerly along the Meandering Centerline of the Ouachita River, the Following Courses: South 28
