§140.33. Grant of power
For the purposes of promoting the public health, safety, morals, convenience, order,
prosperity, and general welfare, the city council is hereby empowered, in accordance with
the conditions and procedures specified in this Subpart, to adopt housing codes prescribing
minimum standards for the area, volume, light, air, ventilation, illumination, occupancy and
density of occupancy, and sanitation of dwellings and dwelling places; to adopt building
codes, plumbing codes, electrical codes and related measures to regulate the construction,
reconstruction, alteration, extension, conversion, or maintenance of buildings; to regulate by
building and housing codes or other measures or ordinances conditions of sanitation,
including requirements for water supply and sewerage dis
