§130.252. Board of commissioners; members; agents and employees A. The authority shall be governed by a board of commissioners, referred to in this Subpart as the "board", comprised of nine members. Each member shall be a citizen of the United States, a qualified voter residing within the boundaries of the authority, and either a proprietor, partner, or officer of a business located within the boundaries of the authority. The board shall be composed as follows:

(1)Two members, both of whom are Black or African American, appointed by the governing authority of the parish of Terrebonne.
(2)One member appointed by the president of the parish of Terrebonne.
(3)Three members appointed by the governing board of the South Central Industrial Association and confirmed by the governing authority
