A. Licenses shall be issued by the State Licensing Board for Contractors to applicants meeting standards established by the department and by the board. The criteria established for licensure shall include at a minimum the requirements established by this Section. B. To qualify for a license as a lead contractor, an applicant shall certify to the secretary that:

(1)Each employee or agent within its employ who will handle lead-contaminated waste or will be responsible for a lead hazard reduction activity:
(a)Is familiar with all applicable state and federal standards for lead hazard reduction activities.
(b)Has successfully completed a course of instruction for his particular category, which has been certified pursuant to R.S. 30:2351.9, and is capable of complying with all applicable st
