§321. Policy statement
Louisiana's rural areas are a vital element of the state. In order to mitigate the rapid
deterioration of rural health, education, infrastructure, and other systems essential to the
socioeconomic well-being of Louisiana's rural population, it is necessary that the state
encourage and support the creation of a rural development program. It is therefore declared
to be the public policy of this state to develop and enhance the state's rural areas through a
rural development fund and a program of rural development.
