§21. Superintendent of education for public elementary and secondary education; general functions; appointment qualifications; vacancies; compensation A. There shall be a superintendent of education for public elementary and secondary education, hereinafter sometimes referred to as the superintendent, who shall execute and implement those educational policies and programs which are under the supervision and control of the board. B.

(1)The superintendent shall administer and implement policies and programs adopted by the board and shall serve as the administrative head of the Department of Education. In addition, he shall have such other powers, functions, duties, and responsibilities as may be provided by law.
(2)(a) The superintendent, at a minimum, shall possess at the time of appointmen
