§574.21. Parole risk assessment pilot program; statistical system; agency cooperation; rules promulgation
A.The Board of Parole shall establish a parole risk assessment pilot program which
shall incorporate risk assessment analysis into the parole decision making process. The risk
assessment analysis shall be designed to enhance objectivity and consistency in the parole
decision making process. The program shall include the development of objective parole
criteria consisting of statistical evaluation of the threat to society posed by parole candidates
based on past patterns of recidivism.
B.The board shall utilize in the program, an offender risk assessment scoring system
designed to measure the threat of risk of new criminal activity in general and the specific
threat of new violence.
