§2091. Board of trustees; membership; vacancies; compensation
A. The general administration and responsibility for the proper operation of the
retirement system and for making effective the provisions of the Chapter are hereby vested
in a board of trustees which shall be organized immediately after a majority of the trustees
provided for in this Section shall have qualified and taken the oath of office.
B. The board shall consist of ten trustees as follows:
(1) A member of the House Committee on Retirement appointed by the speaker of
the House of Representatives, or the member's designee.
(2) The chairman of the Senate Committee on Retirement, ex officio, or his designee.
(3) The secretary of state, ex officio, or his designee.
(4) The state treasurer, ex officio, or his designee.
(5) Six active and contributing members of the system who shall have at least five
years of creditable service in the Registrars of Voters Employees' Retirement System who
shall be elected by the members of the Registrars of Voters Employees' Retirement System
according to the rules and regulations adopted by the board of trustees to govern such
elections. The term of office of the six elected board members shall be for a period of four
years; provided, that one elected member whose term of office begins January 1, 2012, shall
serve an initial term of two years, with subsequent terms of four years. No elected trustee
may serve for more than three consecutive four-year terms, exclusive of any term being
served on December 31, 2011. If an elected trustee elects to participate in the Deferred
Retirement Option Plan after his term has commenced, he may continue to serve for the
remainder of the term for which he was elected; however, if he otherwise separates from
service, his term shall expire.
C. If a vacancy occurs in the office of an elected trustee, the board of trustees of the
Registrars of Voters Employees' Retirement System shall appoint a member to the unexpired
term of office, provided that if the unexpired term is for a period of more than two years, the
appointment shall be for the period intervening until the next regularly scheduled election,
at which time a member shall be elected to fill the unexpired portion of the term in
accordance with the rules governing the election of board members.
D. The trustees shall receive the per diem provided for in R.S. 11:182(A) and shall
be reimbursed from the Expense Fund for all necessary expenses that they may incur through
service on the board.
