(a)(1) When an application for an original license under this act appears to include all the items and addresses all of the matters that are required, the application shall be deemed complete, and the commissioner shall promptly notify the applicant of the date the application is deemed complete. The commissioner shall approve or deny the application within 120 days after the completion date.
(2)If the application has not been approved or denied within 120 days after the completion date:
(A)The application shall be considered approved; and
(B)the license shall take effect as of the first business day after expiration of the 120-day period.
(3)The commissioner may extend the application period for good cause.
