(a)The secretary of state is hereby authorized and directed to grant an easement on land owned by the state of Kansas along the north bank of the Kansas river in Wyandotte county and within and without the city of Kansas City, Kansas, to the unified government of Wyandotte county/Kansas City for use as a boat ramp. Such easement shall be 80 feet in width and shall be 40 feet on each side of the following described line: Commencing at the northwest corner of southwest quarter of section 22-T11S, R25E; Thence north 86 degrees 14 minutes 35 seconds east, along the north line of said southwest quarter, 1363.51 feet, to a point on the centerline of 7th street (US 169 highway); Thence south 03 degrees 39 minutes 31 seconds east, along said centerline of 7th Street, 1140.53 feet, to a point on t
