(a)No student fees shall be charged or collected on or after July 1, 1982, by any state educational institution under the control and supervision of the state board of regents for debt service on bonded indebtedness for any building or facility of such state educational institution which is constructed in whole or in part pursuant to any contract entered into after June 30, 1982, and which is used primarily for academic purposes or for providing health care services as determined by the state board of regents, unless a student referendum is conducted on the use of such fees for such debt service and the results of such referendum have been made public and presented to the state board of regents prior to entering into any contract for construction of all or part of such building or facilit
