§ 76-741 — Withholding or setoff of payroll and other amounts payable to officers or employees of institutions for fines, fees or penalties owed; authorization by state board of regents; policies and procedures

(a)Upon specific authorization of the state board of regents and in accordance with policies adopted pursuant to this section, a state educational institution under the control and supervision of the state board of regents may withhold payroll warrants or other warrants of the state issued to any officer or employee of that institution until the payment to the institution of all fines, fees and penalties owed by such officer or employee to the institution.
(b)Upon specific authorization of the state board of regents and in accordance with policies adopted pursuant to this section, each state educational institution under the control and supervision of the state board of regents may setoff for any fines, fees or penalties owed to the institution by any officer or employee of that institut
