(a)The state board of regents is hereby authorized and empowered, for and on behalf of Fort Hays state university to sell and convey all of the rights, title and interest in the following tract of real estate, and any improvements thereon, to the city of Hays, Kansas:
A tract in the Northwest Quarter of Section 5, Township 14 South, Range 18 West of the 6th P.M., Ellis County, Kansas, more particularly described as follows, to wit: Commencing at the Southeast corner of the Northwest Quarter of Section 5, Township 14 South, Range 18 West; Thence N 00° 00′00″ E along the East line of the Northwest Quarter of said Section 5 a distance of 167.67 feet to the Point of Beginning; Thence N 40°31′ 51″ W along the East line of a tract described in Book 180 of Deeds, Page 714 a distance of 230.00 fe
