(a)The state board of regents is hereby authorized and empowered, for and on behalf of Kansas state university of agriculture and applied science, to sell and convey all of the rights, title and interest in the following described real estate, and any improvements thereon, located in Riley county, Kansas: A tract of land in Lot 8 in Section 18, Township 10 South, Range 8 East of the 6th P.M., in the City of Manhattan, Riley County, Kansas, more particularly described as follows: Beginning at the Northwest corner of the Donald Coffin Memorial Addition to the City of Manhattan, as set forth in Plat Book I, Page 33, in the office of the Register of Deeds of Riley County, Kansas, said point being 15 feet South of a point that is 20 rods East and 20 rods South of the Northwest Corner of said L
