(a)Upon recommendation of the chancellor of the university of Kansas and approval of the state board of regents, the university of Kansas medical center is hereby authorized to negotiate and enter into contracts and leases on behalf of the university hospital for the purposes of affiliations, joint ventures, partnerships and equity ownerships with other health care providers and third parties for purposes of providing medical services or for participation in medical networks for the provision of medical services. No such contract or lease shall be subject to any provision of K.S.A. 75-3739 or 75-37,102 and amendments thereto and no such contract or lease shall be subject to approval under any other statute other than those contained in article 3 or article 7 of chapter 76 of the Kansas St
