The board of administration is hereby authorized and empowered to purchase, at a price not exceeding the sum of twenty-three thousand five hundred (23,500) dollars, for and on behalf of the state of Kansas, the building known as the "Old Indian Mission" and the site upon which such building is located, which site covers slightly more than one-half (1/2) of a city block, which is located in the city of Council Grove in Morris county, Kansas. The board of administration shall not issue its voucher in payment for such property until the vendor shall furnish an abstract of title showing a merchantable title, and a warranty deed conveying said property in fee simple to the state of Kansas and until such abstract and deed have been approved, in writing, by the attorney general.
