(a)The Kansas office of veterans services shall operate a Kansas veterans' home to be located on the grounds of Winfield state hospital and training center. The director of the Kansas office of veterans services and the secretary for aging and disability services shall enter into an agreement concerning property, premises, facilities, installations, equipment and records of Winfield state hospital and training center which will be transferred to the director of the Kansas office of veterans services for the purpose of establishing and operating the Kansas veterans' home. The agreement shall establish the timing of any such transfers. Any conflict as to the proper disposition of property or records arising under this section shall be determined by the governor, whose decision shall be fina
