[The preamble referred to the request of the legislature to congress for the donation of the Fort Hays and Fort Dodge military reservations for the purpose of establishing soldiers' homes thereon. Section 1 of the act originally provided that whenever either of the reservations referred to were donated to the state, there should be established thereon an institution to be known as "the Kansas soldiers' home."]
