(a)The secretary of social and rehabilitation services shall convey to the Topeka association for retarded citizens, inc. the following described state properties adjacent to the Kansas neurological institute, all in the city of Topeka, Shawnee County, Kansas, described as follows: A tract of land in the west half of the northeast quarter of section 11, township 12 south, range 15 east of the 6th P.M. beginning at the southeast corner of the west half of the northeast quarter section; thence north 00 degrees 18 minutes 33 seconds east along the east line of said west half of the northeast quarter section, 50 feet; thence south 89 degrees 06 minutes 03 seconds west, 600.0 feet; thence south 00 degrees 18 minutes 33 seconds west, 50.0 feet; thence north 89 degrees 06 minutes 03 seconds east
