The state board of social welfare is hereby authorized and empowered to enter into agreements with the city of Atchison or any agency or instrumentality thereof whereby the said board of social welfare shall agree to sell and convey to the city of Atchison or any agency or instrumentality thereof the present sewer and water lines owned by the state of Kansas, which connects the Kansas children's receiving home and the sewer and water lines of the city of Atchison or any agency or instrumentality thereof, upon the conditions that the city or any agency or instrumentality thereof shall thereafter agree to maintain said lines and to provide the Kansas children's receiving home with adequate sewage disposal facilities and water supply for current and future needs of the Kansas children's recei
