Text

As used in this act:

(a)"Substance abuse program" means a program for the treatment or care of substance abusers.
(b)"Substance abuser" means:
(1)Any alcoholic, intoxicated person or person incapacitated by alcohol, as such terms are defined in K.S.A. 65-4003, and amendments thereto;
(2)any drug abuser as such term is defined in K.S.A. 65-4602, and amendments thereto; or (3) any combination of (1) and (2).
(c)"Care or treatment" means such necessary services as are determined by the secretary to be in the best interests of the physical and mental health of a substance abuser.
(d)"State institution" means any institution within the Kansas department for aging and disability services.
(e)"Secretary" means the secretary for aging and disability services.
