There is hereby established in the state treasury the special fund for the developmentally disabled which shall be administered by the secretary for aging and disability services. The secretary for aging and disability services may accept money from any source for deposit in the special fund for the developmentally disabled. All moneys in the special fund for the developmentally disabled shall be used for the purposes of providing for the care and treatment of low-income persons who are developmentally disabled, mentally ill or physically handicapped or low-income persons otherwise eligible for assistance or services provided by the Kansas department for aging and disability services.
