Any city of the second class in which city bonds were voted during the year, 1937, in an amount not exceeding twenty thousand dollars, for the purpose of erecting a memorial armory building under the provisions of K.S.A. 73-401 to 73-410, both sections inclusive, and amendments thereto, and the proceeds of such bonds were expended in the erection of a memorial armory building according to approved plans therefor, and such funds so created and provided were insufficient to complete said memorial according to such plans, and additional funds in the sum of approximately twelve thousand dollars are necessary for the proper completion and equipment of said memorial armory building, and such city is the owner of a waterworks and power and light plant, and revenues are derived by such city from t
