The Vietnam war era medallion, medal and a certificate shall be awarded regardless of whether or not such veteran served within the United States or in a foreign country. The medallion, medal and the certificate shall be awarded regardless of whether or not such veteran was under 18 years of age at the time of entry into active service. For purposes of this section, "veteran" means a person who served in the active military, naval, air or space service and who was discharged under an honorable discharge or a general discharge under honorable conditions. The director of the Kansas office of veterans services shall administer the program and adopt all rules and regulations necessary to administer the program.
