Text

(a)The bureau, before issuing an initial or a renewal driver's license, permit, or endorsement, may require an applicant to submit to an examination, an investigation, or both an examination and investigation, under section 7 of this chapter. The bureau may cause the examination or investigation to be made whenever it appears from:
(1)the face of the application;
(2)the apparent physical or mental condition of the applicant;
(3)the records of the bureau; or
(4)any information that has come to the attention of the bureau; that the applicant does not apparently possess the physical, mental, or other qualifications to operate a motor vehicle in a manner that does not jeopardize the safety of individuals or property.
