(a)The supplemental fee in this section applies after December 31, 2017, to each electric vehicle and hybrid vehicle that is required to be registered under this article. The supplemental fee in this section does not apply to vehicles subject to the motor carrier fuel tax under IC 6-6-4.1.
(b)As used in this section, "electric vehicle" means a vehicle that:
(1)is propelled by an electric motor powered by a battery or other electrical device incorporated into the vehicle; and
(2)is not propelled by an engine powered by the combustion of a hydrocarbon fuel, including gasoline, diesel, propane, or liquid natural gas.
(c)As used in this section, "hybrid vehicle"
