5.The financing of the construction, acquisition,
and equipping of a visitor center to promote and encourage
conventions, trade shows, special events, recreation, and visitors within
the county serves a public purpose and is of benefit to the general
welfare of the county by encouraging investment, job creation and
retention, and economic growth and diversity.
