borrower. No law, procedure, proceeding, publication, notice, consent,
approval, order, or act by any officer, department, agency, or
instrument of the state, or of any political subdivision, is required to
make a loan under this chapter, issue a note associated with a loan
under this chapter, or repay a loan, except as prescribed under t
