(a)Except as provided in this chapter, the
Indiana department of administration created by IC 4-13-1-2 is the
purchasing agency for all agencies of the executive branch.
(b)Except as provided in this chapter, the individuals designated by
the commissioner of the Indiana department of administration are the
purchasing agents for all agencies of the executive branch.
