§ 5-20-9-4 — "Housing crisis"
As used in this chapter, "housing crisis" means
a situation in which an individual or a household does not have
sufficient resources or support networks immediately available to
maintain safe and affordable housing or to prevent the individual or
household from requiring emergency housing.
