This article contains full and complete authorization for leases between the IFA and:

(1)the NWIRDA;

(2)the NICTD;

(3)a unit;

(4)a political subdivision; or

(5)a governmental entity; for a rail project. No law, procedure, proceedings, publications, notices, consents, approvals, orders, or acts by the IFA, the NWIRDA, or the NICTD or any other officer, department, agency, or instrumentality of the state, any unit, political subdivision, or governmental entity is required to enter into any lease, except as prescribed in this article.
