(a)For purposes of this chapter, county
commissioner action or approval for the appropriation and expenditure
of county tax money shall presuppose and include approval by the
county council.
(b)A lease entered into by the board of county commissioners with
the authority is valid or binding upon the county only if the lease is
approved by a majority vote of the county council.
