Loans from the fund must be allocated and made available to participants as follows:
(1)Seventy percent (70%) of the money in the fund must be used
for housing infrastructure benefitting political subdivisions with
a population of less than fifty thousand (50,000).
(2)Thirty percent (30%) of the money in the fund must be used
for housing infrastructure in all other political subdivisions not
described in subdivision (1).
