Text
In determining whether to issue an order under this chapter, the court may consider evidence regarding whether the order would:
(1)cause undue hardship to innocent persons; and
(2)constitute a serious injustice that overrides the need to protect
the rights, safety, and health of other tenants and residents of the
property or area affected by the order.
