Text
The general assembly finds that:
(1)due to insufficient funding, existing programs providing free
legal services in civil matters to indigent persons do not
adequately meet the needs of indigent persons;
(2)the use of funds collected under this article for these purposes
is in the public interest, is a proper use of the funds, and is
consistent with essential public and governmental purposes in the
judicial branch of government; and
(3)the expansion, improvement, and initiation of legal services to
indigent persons will aid in the advancement of the science of
jurisprudence and in the improvement of the administration of
justice.
