(a)Members appointed to the commission by the St. Joseph County board of commissioners shall be made by a majority vote of the St. Joseph County board of commissioners. If a vacancy occurs on the commission among the members appointed by the St. Joseph County board of commissioners, that fact shall be reported to the president of the St. Joseph County board of commissioners by the commission. Upon notification, the president of the St. Joseph County board of commissioners shall call into session the St. Joseph County board of commissioners, which shall, by majority vote, select a person or persons who shall serve the unexpired term of the vacant commission membership position and that this selection and appointment shall be made within sixty (60) days after the date the president of the S
