5. Each regional services council shall include in the plan a description of how the department will implement the plan in the service region, including the following:
(1)Organization.
(2)Staffing.
(3)Mode of operations.
(4)Financing of the child protection services.
(5)The provisions made for the purchase of services.
(6)Interagency relations.
