(a)Except as otherwise provided in this title or as reported under section 1 of this chapter, a reference:

(1)in this title; and

(2)to a document not described this chapter; is a reference to the document as in effect on January 1, 2018.

(b)The department shall maintain, as a public record:

(1)an electronic version on the department's Internet web site; and

(2)a paper copy; of each document to which there is a reference in this title, including each version of a document that is amended over time.
