This article is an exercise of the police
powers of the state to promote the public health, safety, and welfare of
the people of Indiana to safeguard against the incompetent, dishonest,
or unprincipled practice of veterinary medicine. The practice of
veterinary medicine is a privilege conferred by the general assembly to
individuals qualified under this article.
