(a)The board shall determine the
qualifications of applicants for registration.
(b)The board shall:
(1)require an applicant for registration to submit evidence of the
applicant's qualifications; and
(2)judge an applicant on evidence of the applicant's professional
competency and integrity under rules adopted by the board.
