It is hereby declared to be the policy of the
State of Indiana that, in order to safeguard the life, health, and public
welfare of its citizens, the business of plumbing construction and
improvements is a matter affecting the public interest, and any person
engaging in the business as herein defined should be required to
establish his competency and qualifications to be licensed as herein
provided.
