Text
In any civil or criminal proceeding under
this chapter a certificate duly signed by the commissioner showing
compliance or noncompliance with this chapter respecting the
franchise in question or respecting compliance or noncompliance with
this chapter by any person constitutes prima facie evidence of such
compliance or such noncompliance and is admissible in evidence in
any such proceeding.
