5. This section applies after June 30, 2018. "High value program" means a career and technical education program that the department of workforce development recognizes as:
(1)having a high employment demand and a high average wage
level;
(2)having a moderate employment demand and a high average
wage level; or
(3)having a high employment demand and a moderate average
wage level.
