Text
As used in this chapter, "non-English dominant students" means students who have difficulty performing in classes conducted solely in English because:
(1)the students' native tongue is not English;
(2)the language most often spoken by the students is not English;
or
(3)the language most often spoken in the students' homes is not
English.
