The general assembly recognizes that to
further the goals of high quality public education throughout Indiana,
each school corporation and public school should have the freedom to
create the optimal learning environment. The general assembly finds
that this can be accomplished by allowing for greater flexibility,
innovation, and efficiency. Further, the general assembly recognizes
the importance of retaining and attracting the nation's best teachers by
allocating significantly more resources into the classroom and giving
teachers freedom from burdensome regulations.
