§ 20-23-4-1 — Purpose and policy of school reorganization

It is the sense of the general assembly:
(1)that the establishment and maintenance of a general, a
uniform, and an efficient system of public schools is the
traditional and current policy of the state;
(2)that improvement in the organization of school corporations
of the state will:
(A)provide a more equalized educational opportunity for
public school students;
(B)achieve greater equity in school tax rates among the
existing school corporations; and
(C)provide a more effective use of the public funds expended
for the support of the public school system;
(3)that existing statutes with respect to the combination and the
reorganization of school corporations are inadequate to effectuate
the needed improvement;
(4)that modifications in the provisions for the combination and
the reorgani
